Wash100 Award Popular Vote Week 10: Booz Allen Execs Maintain Lead as CACI Duo Surge

The Wash100 Award Popular Vote contest has reached its tenth week, and while Booz Allen Hamilton’s powerhouse trio still commands the top of the leaderboard, CACI’s leaders are making rapid advances. Andrea Inserra leads the pack with 1,161 votes, followed by Horacio Rozanski with 989 and Steve Escaravage with 970. All three have held the top spots for several weeks, reflecting consistent and growing support.

Top 10 Standings See Significant Movement

While Booz Allen holds steady in the top three, this week’s most significant momentum comes from DeEtte Gray of CACI, who surged from sixth to fourth place with 923 votes, marking one of the biggest gains of the week. Fellow CACI executive John Mengucci wasn’t far behind, jumping from eighth to fifth with 874 votes.

Gen. Charles Brown Jr., former Chairman of the Joint Chiefs of Staff, moved down to sixth with 787 votes but remains a strong contender. Scott Edwards of Summit 7 Systems now ranks seventh at 748 votes, showing continued resilience among industry leaders.

Toni Townes-Whitley of SAIC holds eighth place at 683 votes, while Juan Ramirez from the DOD CIO office moved up a spot to ninth with 682 votes. Rounding out the top 10 is Elon Musk, now at 678 votes, continuing to reflect strong public interest in government innovation.

Notable Names Outside the Top 10

Just outside the top 10, Homeland Security Secretary Kristi Noem climbed to 607 votes, followed by Defense Secretary Pete Hegseth with 589 and State Secretary Marco Rubio with 583. Venice Goodwine of the U.S. Air Force reached 491 votes, while the White House’s Tom Homan had 484 and Allocore CEO Bill Webner followed closely with 483 votes.

One of the biggest jumps came from Stephanie Mango of CGI Federal, who rose from 314 to 403 votes, entering the top 20 and solidifying her upward momentum.

Further down the leaderboard, CIA Director John Ratcliffe, with 391 votes, Aperio Global CEO Earl Stafford Jr., with 339, and Carahsoft President Craig Abod, with 319 votes, continue to gain traction. SAIC EVP Josh Jackson with 308, Susan Wedge of IBM Consulting, with 306 and ManTech CEO Matthew Tait with 290 remain clustered near the mid-tier.

Also notable are SAIC’s Vincent DiFronzo, tied with Tait at 290, VADM Frank Whitworth III with 288, Jane Rathbun of the U.S. Navy with 284 and Parson’s Carey Smith with 282. David Levy of AWS follows closely with 275 votes.

At the close of Week 10, Aretum’s Rohit Gupta and Oracle’s Kim Lynch are tied at 253 votes, rounding out the top 30.
